cant find any 5 star famous sims?

so i'm playing in sunset valley & my sim is currently a level 2 celebrity. i have the map to the stars, meaning i can find all the celebrities and there are NO level 4 or 5 :( anyone else have this problem?

That is because there were no celebrities to start off in sunset valley, and they now need to level up the same way you did.
