Make any clothes/accessories wearable for any occasion?

I'm sorry if this has been posted before.

I'm trying to enable my Sim to wear shoes while in swimwear or a t-shirt for formal wear.

How do I go about doing this?

If you have Awesomemod, use the "disableclothingfilter on" cheatcode.

Is the Awesomemod link here: http://www.moreawesomethanyou.com/smf/index.php/topic,15185.0.html outdated or is it still the place where everyone downloads it? When I start the game with the package installed it tells me it's outdated.

Also, is that a console command or a configuration that I have to configure somewhere?

Have you already updated to patch 1.31 (the one that came out a couple days ago)? I believe Awesomemod is still on 1.29. I'm sure there's a Twallan mod that does the same thing, though, and most of his stuff is 1.31 already.

And no, it's a normal console command you enter like any other cheatcode. As is most of Awesomemod's stuff. You can get the list by typing...I believe "help" or "help all" or some variant thereof.
