Yes, you can. no, you don't need a mod. Just try for baby. Unless you want teen pregnancy or same sex pregnancy, in which case a mod is needed. Twallan offers just about every permutation you could imagine (short of bestiality) with woohooer,http://nraas.wikispaces.com/Woohooer

You can do it all the time if you're female. If you're male, the targeted sim cant be a service or a homeless sim.

It's the only way my sims ever have kids. They seem to have trouble with monogamy. The husbands never suspect a thing. I can envision a good opportunity for a mod that adds an option to the hospital, "Take paternity test". If he discovers the kid isn't his, he gets all the cheated-on moodlets and becomes angry with his wife.
