green diamond does not appear

hi just bought a new laptop and the green diamond on sim3pack does not appear on white sheet of paper. when i click on it does not install i have to move them to dl folder i have all games install up to showtime. i install s3pe nothing i have 7zip file
been playing sims for 8yrs first this happen can anyone help.
