I've tried registering on the website, but I keep getting an error log that says, "User Not Exist". If someone can help me find an alternate link, a way to bypass the error, or a similar hairstyle, that would be very much appreciated.

You shouldn't need to register to download Peggy hairs, unless it's a pay hair, in which case you can use the booty (http://paysites.mustbedestroyed.org/booty/ts3/peggy/).
