I am new to this, So I am not sure if I am doing things the correct way. I have read the downloads for fracking idiots and I have done what it has said. The first thing I noticed was there was no run/save option it just downloaded and opedned in that winrar thing where you select and extract. like said previous I am new to this prosess and worse I am not really good with understanding computers... I need someone to "dumb it down" for me.
Thank you!

Have you moved the files you extracted into the My Documents > EA Games > The Sims 2 > Downloads folder?

And have you enabled custom content, then restarted the game? Failing to restart the game after clicking the box may be the most common cause of this.
The lack of a run/save option is down to the details of your own setup. Someone has set your particular system and set of applications up to behave a certain way by default. Figure out who that person is, and ask him for the rundown on how he set it up to work; and how to change it if you prefer it to work another way. If it was you and you did it by accident, you need to figure out how your apps work.
It's not as hard as you think it is. Most people who consider themselves "not really good with understanding computers" are letting themselves be intimidated and thinking about how hard it is, not about solving the problem - much like me when faced with a math problem. Getting past that mindset will allow you to do all kinds of things you never dreamed you could.

Yes I did move it into the folder you mentioned ....and when I look in it, they all saya package file which is what I thought was right.... hmmm, I was thinking, could it be because I have double deluxe?

Double Deluxe works the same way as the regular base game with EPs as far as adding CC goes. You are correct that they should be .package files.
How did you get the Downloads folder made? Did you make it yourself, or did you open Body Shop or Home Crafter and let it be generated automatically? Sometimes it needs to make the folder itself, or it won't read it even with the capitol D.

I made the folder myself...as per the instructions. In the EA games file there are 3 folders...Sims 2, Sims 2 Double Deluxe, Sims 2 Store Edition. Itried both Sim 2 and Sims 2 Double deluxe with the same result.... I am stumped :)

That sounds like the Programs/EA Games folder, where the game files are stored. Downloads goes in My Documents/EA Games, where the data files are stored. The path should be My Documents/EA Games/Sims2/a bunch of subfolders, including Cameras, Collections, Config, Lots Catalog, Neighborhoods, Movies, Music &C.
Almost everything you ever want to fiddle with in a Sims game is in the My Documents files, not the Programs files. If you did the usual installation, the game files will be on the C drive; if you did an advanced, they'll be where ever you put them, but the user data will still be in My Documents, where ever My Documents is on your machine. (Default is C).

Please bare with me ..... I am seeing those folders in both Sims 2 folder and Sims 2 Double Deluxe folder. Does it matter which one the Downloads folder is in? Sorry for my lack of understanding folks... and I must say you are being VERY patient and helpful!

Give us the complete path you're following to add the Downloads folder, starting with the drive.
(And don't fret yourself checking back too often; I for one have to go to bed now, though I hope someone else will come along to walk you through this before I get up tomorrow.)

In case you're a visual sort of person, here's a screenshot of the file path. It may look a bit different if you're running Windows XP or have a different configuration, but it should be fairly similar.

I have it!!.... Thank you!!!!!..... I had to put a Downloads folder into the Downloads folder, not in the Sims 2 rather the Sims 2 Double deluxe.
Users/name/Documents/EA Games/Sims 2 Double Deluxe/Downloads/Downloads ... it was a complete accident .... I just dragged the Downloads folder from the Sims 2 and put in the Downloads folder in the Double Deluxe and tried it... I have Sims 2 on my laptop and on my desktop.... and I was having the same trouble with both... they are both windows 7. Thank you all! I wish I would have asked for help sooner :D
