Has anyone here ever created Sims based off of video game characters?

No, I never try to create Sims based on video game characters, though I sometimes download CAS objects based on those characters and use them on my Sims...

Anyway, I usually resize my pics using Photoshop.

In the Sims 3 Downloads here, there's a whole section called 'Anime, Comic & Gaming Characters' with loads of video game character sims already there: http://www.modthesims.info/browse.php?f=199&showType=1&gs=2 . If you don't have Photoshop as recommended above, there is a freeware program similar to Photoshop called GIMP: http://gimp-win.sourceforge.net/stable.html . Alternatively you could do a Google search on "free image resizer" and that turns up a lot of results.

ETA: VVV Re the below suggestion re MS Paint, I did think of Paint, but was under the impression that its results tended to be not so great quality. But it might be OK for non-crucial stuff!

Yes, but I rarely make him, and I try to balance it out by creating more of my own characters, and not a sim based off of someone else's idea.

I had a really fun game going on a while ago, when Portal 2 had just been released, of Chell, Chell Aperture in my game. It was a pretty (but not too pretty) Latinaish brunette with orange cargo pants (imitating orange overalls tied to the waist) and a white tank top, no shoes. All her clothes, wallpaper and furniture were in shades of white, metallic grey, orange and light blue. None of her outfits had shoes. She lived in an underground bunker (basement) and furnised in a sterile and stark way, loved cake and key lime pie and worked in the Science facility.

She was Athletic, loner, green thumb, daredevil and ...perfectionist maybe? Can't remember. I'm sad I didn't take pictures, really. She had a lovechild with a townie, it was a girl and looked just like her. The girl was called GlaDOS. That is as far as I got, when GlaDOS was a teen.

I made an Alistair Theirin Sim, from Dragon Age. He's Good, Brave, Hopeless Romantic, Childish, Good Sense of Humor.
I never actually played him myself, I just used him as a townie.

I made all of Team Galactic from Pokemon, including a manga-only member. They're my active house right now. In the last house I had, I also had Lucas from the same game (he and Jupiter became mortal enemies. It was hilarious).

I tried to make the cast of Final Fantasy VI (minus Mog and Umaro since they're not human, but plus General Leo), and it didn't end well since I couldn't play them all in the same house...the house that I'd spent a week and a half building.

Bah like N is a real team leader. He's a figurehead for Ghetsis...who I think is impossible to make unless someone releases some really inventive CC. His hair would have to be character-specific, as well as his outfit.

I do have a Maxie but I've yet to put him in a game. I'm going to make Archie at some point, but I'll need a business jacket without a shirt (already it took me ages to find a bandanna!). And Giovanni should be fairly simple once I settle on which version to make, since he dresses so differently in all of them.

There's my house right now. The girl who looks like an older Dawn with green hair is the manga-specific character Mitsumi, from Diamond and Pearl Adventure! (the ! is part of the title) and the other girl, in the blue shirt, is a real person (my friend Nene who loves Team Galactic as much as I do. For purposes of Sims, I made her and Jupiter sisters).
