Hi ! I'm trying to get into the custom bodyshapes tutorials, but i haven't found the one to be able to create a whole new body mesh, from scratch. I want to make an animated character (an animal) making it fit with human proportions, of course, and i don't know if that's possible with the game.. i did custom accesories before, custom animations too.. but never tried custom body shapes before. so, if someone knows if it's possible to create a new body shape from scratch, please link me for a tutorial. Thanks in advicee (sorry for my english)
my goal is : http://media.giantbomb.com/uploads/2/29679/892854-parappa_large.jpg

I don't know of any tutorials like that. Creating a complete body mesh from scratch is a HUGE undertaking. You have to build the shape, get the normals right, assign the skeleton, assign and weight all the bones, etc. Most people would start with an existing mesh (like one of the mascot costumes) and alter it to suit their needs. Have a look at the MooMoo Family set (http://modthesims.info/d/157998) for an example of what you can make by starting with existing meshes.

I'd start with the 3 UniMesh tutorials on this site. There's nothing specifically for making an animated character, but once you know how to do the basic things like resize different parts of the mesh and connect different mesh pieces together, you'll know what you need to do to create pretty much anything from an existing mesh.
