(I also had the nosparkles.package earlier, but that didn't work either)

I've tried deleting my caches and thumbnails, and I went through and redid the whole thing after the testing didn't work the first time. I'm at a loss! The only thing I can think of is that I had a trial version of winzip installed previously, and I uninstalled that as I was doing this so that the 7-zip that was recommended would show up to extract the files instead. Instead of 'Extract Here' it says 'Extract All', but the Mod folder shows up just the same so I wouldn't think that would make much of a difference. But that's the only thing that didn't line up exactly with the instructions. Any help would be GREAT.

That Framework Setup folder is what is causing the problem. Take Mods (with its contents) out and put it in that Sims 3 folder in Documents. Then dispose of the (now empty) Framework Setup folder.
