Download Problems

When ever I download the framework folder to get downloaded items onto my game it never works. I have deleted it and remade it a lot of times. Can you tell me how to make it work. Also my computer only extracts .zip but I downloaded one of the programs to help extract .rawr files and it doesn't work. Can someone please help. BTW I already have gone through the download basics like 20 times. :(

This is the link. I have used it and when I download the file it works but when I test it on my sims game it still gives me the title page.
