Can i delete all files in Dccache folder?

When i first got sims 3 i installed a lot of cc trough the launcher, and ended up with 13 dbc files. Now i deleted a lot of cc but it still has 13 files, even though some files don't have cc at all, and even if i delete the custom content the files have about 150 to 270 mb each.
So my question is can i delete all the dccache files and install again only the cc i want? Or will that corrupt the game or something because it will detect missing files?

Also, if i back up my sims 3 folder from my documents and uninstall the game, and then reinstall it again and place back the backed up folder, will my saved games still be there (like families, lots, relationships...)? Or it doesn't work like that?

Both of those - deleting the dcbs and reinstalling content, and the thing with backing up your user data and then reinstalling - will work fine.
