Is there a mod to remove or disable un-routable terrain?

first and foremost i would like to say that I have researched on google about this, and so far i have yet to find an answer to my question. It seems that there isn't one but the posts i've read are pretty old so im HOPING that someone has at least found something over the past months, its kinda annoying to not be able to place lots on an empty space when there's practically nothing there or when the lot im placing is very very near the road but still says it's un-routable and i know im not the only one.

anyway I'm just curios and at the same time hoping. thanks in advance for whoever has read this and replied or did not reply.

The problem is that when using "edit town" mode in game the routing table does not get refreshed properly some times when deleting lots.
As far as i know only solution to fix this issue is to "extract" the world so it can be edited in CAW (Create A World).

Then one can place lots as one want in CAW
