Hello, when im designing a home in sims 2 , there is no grid on the inside of the home, but on the outside there is. All the objects move freely outside and inside the home, and im not sure how to turn it off / back to normal. thanks.

That sounds like you have Snap Objects To Grid disabled by default in a startup cheat file.
Look for a file in your My Documents\EA Games\The Sims 2\Config folder called Userstartup.cheat. If you find it (which I suspect you will) open it in NotePad. Find a line for boolProp SnapObjectsToGrid false, and delete it.
You could also keep it by turning it into an Alias, and then adding another line to turn it back off, if you occasionally find it handy to be able to center a 2 tile coffee table in front of a 3 tile sofa.
http://www.modthesims.info/wiki.php?title=Game_Help:Userstartup.cheat will tell you more about how to do that.
ETA: Be SURE to save as "All Files", not the default .txt. Otherwise it will be a simple text file that does nothing for you.
