Voyager sim help

I'm attempting to make my favorite Character from Voyager-Naomi Wildman I have the outfit and the hair done but I am having trouble with the Head I can't figure out how to make the head spikes, can someone explain it to me as if you were explaining warp theory to an eight year old.

*screams* I LOVE VOYAGER!!!....thats it, that'd be great if someone could figure out how to do her head, and the rest of the crew, I know theres a Seven of Nine of this site....then maybe I'll download all the Voyager crew and make them live with each other....maybe without Seven

You could try (pardon the pun) bump mapping, but I think this actually requires a new mesh, otherwise the bumps will pretty much disappear in profile.
