Default is is safe to delete subhood?
I want to delete Bluewater Village from my hood... it has no Sims living there right now or in the family bin. I had a family there but they sadly perished in a fire; their gravestones were moved to a cemetery in my main hood. Would it be safe to delete the hood? And in case I wanted a brand new Bluewater Village, would it be available after deleting this one I currently have? Thank you.

Yes, it is safe to delete from your Neighborhood screen.

Why can't she? It'd have duplicate characters, but maybe that's what she wants. You never can tell with gamers.

If it's available in the subhood selection screen, you can add it. If it's not, you can't.

Ugly is in the heart of the beholder.
