Default Sims walking around dressed like this...

this is NOT their outfit, the sim shown here, Candy Behr, and Lilith Vatore, are all my playables. if I switch to them, I can tell them to dress up back, but those outfits keep getting back when unplayable.
I tried sims4me nerdfestival, lampfestival, foodfestival mods that fixes sims outfit changes during City-Living's festivals. (to be precise I downloaded all the festival clothing change mods I could find on that site+No Outfit Change During the Spice Festival here on MTS.)

I don't see it's fixed. what can I do? thank you
