If your card is incapable of pixel shading, that could explain the shader errors, and the graphical anomalies.
When you say you have 30% left, are you referring to Hard drive space? Check out this site for details on optomizing your virtual memory:

About your SimPE questions- yes, anything you edit in SimPE can potentially cause game errors. It is advisable to backup your files before you edit anything.
If using the testing cheats is throwing up errors, then this means you have hack conflicts somewhere. Read this:

Lot glitches can be caused by save errors- do you defragment your hard disc regularly?

It does sound like you have serious errors in that neighbourhood. If you create a new neighbourhood, can sims there greet guests okay?

I used Maxis content on a new family, moved them to a Maxis lot, one member greeted the mailman, then a townie and no crash. I then went back to the hood I was having trouble with and entered a different lot than before. As soon as it loaded, one of the sim's wants was recognized. When re-rolling it crashed. Looking back at before, my other lot crashed when my sim fulfilled her want to meet someone new. Is this a want issue? I may just be throwing ideas around just to find something wrong to correct.

This is ridiculous, there seems to be a problem on every lot. How does my system look? It can handle the game ok, right? :/

Could I take out the files of a good 30 sims from my corrupt hood and place them in a new hood, or would I get the same errors?

Sounds like your neighbourhood wants and fears are messed up- this contains information relative to all sims in the hood, which is why it crashes on all sims. There is most likely nothing you can do about this- unless you have a backup to restore. All I can say is to backup frequently, especially before using SimPE or before any kind of file swapping/ editing/ modifying.

Please do, its really bothering me. Haha, the sims should be th least of my worries but during break I like to veg ;D To me the logs look just like a bunch of letters and numbers.

Instead of just deleting the hood just yet, do you rec. I either,

1. Delete all sims from the hood
or
2. Make a new hood and transpher the families there..

I would think that deleting the characters would be preferable, as this would zap the neighbourhood memories/ wants too.
The error logs seem to indicate a load of problems with textures, some of which are located in the object.package file. I'm wondering whether this may help- it won't do any harm, anyway!

In that case, should I just re-install everything (TS2-EP2) to solve the texture issue? What type of textures are having problems?

Most of them are lot impostor textures- but there are groundcovers, trashcans, mailbox, ground textures, as well as the mirror and shader errors. All of these will be contained in the 3D and objects files, so that would definitely be a quick thing to try before you go to all the trouble of reinstalling. However, reinstalling would make a completely fresh installation and will not do any harm! Remember to patch the game too:
