Go to: Program Files\Electronic Arts\The Sims Medieval\GameData\Shared\NonPackaged\Ini -> then right click command.ini -> properties -> untick 'read-only' -> click ok -> right click it again and open command.ini with notepad/wordpad -> change 0 to 1 -> save, and thats it...

Not to open an old thread, but I wanted to add that if anyone has trouble saving command.ini, they should save it to a different location (I always use my Desktop because it's clutter-free), and then copy and paste the file into the Program Files\Electronic Arts\The Sims Medieval\GameData\Shared\NonPackaged\Ini folder.
