This user has the following games installed:

Sims 3, World Adventures, Ambitions, Late Night, Generations, Into the Future
Default Book of Talent for TS3 *Compatible with 1.67* question
Is there ever going to be a ver. for 1.69?

All non-core mods that were built for or work on Patches 1.66/67/69 are cross-compatible. There are no changes at all to the game files between the three patch levels. Only Core Mods will notice a difference in the build numbers and complain; there are only 6 TS3 Core Mods in popular usage and this isn't one of them.

If the mod is not working for you, I'm afraid it's not the patch level that is causing that.

I used to have the Book of Talent. If the mod is not working for you you might want to consider using Master Controller to edit skill levels. The Master Controller Cheats Module is needed.

Forgot to provide a path in case you need it: From City Hall or a Computer NRaas>Master Controller>Sim>Advanced>Skill Level. This comes in handy if you want to adjust skills for a household. OR just click on your sim to get to Master Controller Advanced.
If you are one who likes to adjust skills frequently set a Hot Key in MC and Skill Level will show in the menu.
