I realize, too, that I'm going to have to limit what I can put on this lot. It's a medium lot, after all. With all I'd like to do with it, I'd need a much larger lot.
Also, to make a layout that is pleasing to the eye and logical structural-wise. While the foundations and decks are nice, as AndrewGloria wrote, you can't get too structurally silly with the buildings. The building I'm trying to elevate is the one off the foundation, but three or four full floors on decking, other than a staircase, might look a little odd. So far, the best I've seen are two stories, but I will continue to research that. If I recall, however, beach houses sometimes go beyond two stories, yet they are on non-slab foundations. From what I'm seeing, though, that's uncommon.
(And I might be losing it, but I thought I read that the lattice OR the pole decking is fine ... and there you are, Post 2066! I knew I saw you!)
And thank you for your help, Phaenoh! I just wanted a fourth floor, so that's good!

My question: Jo, you said this lot is for "all the families in this new community". Does that mean all the families in the contest, or all the families we have personally built for (ie, in our new communities)?
I use the sims as a psychology simulator...
@simsfreq Whatever you like. It just has to be a place for all ages to visit.
@CatherineTCJD That is even more extensive then our parenting room. Ours are normally located next to the male and female toilets, nothing is normally for sale unless it's in a vending machine, some do have nappies and wipes for sale that way. No attendant. The smallest ones would have just one of each item.
Since this is a medium lot I am only after a small parenting room.

On Monday morning Lucinda Rodney and her husband Stefan moved into their new house in the village of Elswyn. The house was designed and built for them by the well-known Veronaville firm of Jones & Moltke Ltd., who employ me as their Honorary Chief Designer. ("Honorary" because they don't pay me!) It is quite the most sumptuous residence the firm has ever built. Very few of their clients have as deep pockets as the Rodneys! The Rodneys see their role in society is to host the most desirable parties in the neighbourhood, and the house is designed and built to this end. Most of the house's appearance is traditional Veronavillesque, but it also features large full height plate glass windows overlooking the pool. The Rodneys have named their house "Partie Thyme House".
Rear View. The pool and covered outdoor eating area are clearly visible. Note the transparent fencing behind the diving board. The barbecue itself is hidden by the permanent canopy over the eating area, but you can see the smoke alarm above it near the back door steps.
Price
This a bit of a story. The original price when I finished building the house in my building 'hood (Aedicia) was §79,489. I had originally intended to use Little House Lanterns (the required object) for lighting the perimeter area, and mounted them all along the perimeter fence, except beside the pool, where I used City Dwellers Dims set in the flower beds. The Little House Lanterns are OK at the front, back, and right hand side of the lot, but for some reason I don't understand, the ones I mounted along fence down the left hand side of the lot didn't "take". They appeared on top of the fence posts as expected, but after I saved, quit, and reopened the lot, they weren't there. I didn't notice it at the time (because everything appears to cost §0 when your building an unoccupied lot), but I’m pretty sure I wasn't charged for them. Anyway, it was only after I had copied the lot from my building 'hood to the contest 'hood (Elswyn) and started to take the pictures, that I realised there was no outdoor illumination at the left hand side of the house. Attempts to mount new Little House Lanterns along the top of the fence didn’t work. Again they appeared to "take", but they didn’t increase the value of the house, and when I saved, exited and re-entered the lot, they were gone. Now, the way the Rodneys like to entertain I think they really need illumination throughout the garden, but of course I thought it was already installed and paid for. If I couldn't mount lamps on top of the fence, then I had to think of an alternative way to light this side of the garden. And, if I wasn't going to sell things to pay for it, I’d have to do it fairly cheaply. In the end I went for a City Dwellers Dims next to the chess table under the big willow tree, and 3 Blazin' Buckaroos Lanterns mounted on top of the flowerbed edging. This extra lighting increased the price to §79,709, as shown in the price picture. That is what the Rodneys paid to move in.
All went well until about midnight. The Welcome Wagon guests had come, been entertained and were leaving. And that’s when I noticed that I had forgotten to tile the downstairs bathroom walls. Well I remedied that defect immediately: I tiled it with "Washroom White" tiles, the sane as the upstairs bathrooms. That’s 10 wall sections @ §7; = §70. That meant the Rodneys paid a total of §79,779 for the house, but I couldn’t get a new price picture, as there had been some depreciation. Now I did try to get a new price picture in the original never-occupied house in the building 'hood, but, for some unaccountable reason, adding 10 sections of tiling at §7 each added §56 to the price, making it §79,065, which is just plain wrong. There are 10 wall sections in a 3x2 rectangular room, not just 8! So it should be §70 extra, not just §56.
It also came to my attention that I hadn't given them a mirror, and a §100 Reflective Glass Mirror was eventually added, which you might say brings the total price to §79,879, but this wasn't bought until Wednesday night, after Lucinda Rodney got her first promotion, and a mirror isn’t really an essential for Sims living, so I think I'll just leave the price to move in at §79,779. However you look at it, it's still under §80,000.

This was the first thing she did when they moved in! I think you can see all the required objects in this picture. The Fruit Punch Barrel is from the party tab as is the bar, which visible though the window. Behind her on the grass is the support for the "A Lot of Hot Air" balloon arch. This is more clearly visible in some of the other pictures. On the fence in the background you can see one of the Little House Lanterns.
Andrew keeps telling me how his firm employs only the most skilful time-served Veronaville craftsmen and -women. Well, I can't help thinking he should send one round to put some mastic down the side of that window! With gaps like that round the windows, it's just as well for the Rodneys that I don't have Seasons!
Poolside Barbecue -- the Welcome Wagon Guests eat Hot Dogs
Left to right they are: Lucinda Rodney, Herbert Kraemer, Amy Kraemer, Pat (Patricia) Lambert and Stefan Rodney. The barbecue is clearly visible in this picture, and a couple of Little House Lanterns are also in view (one on the post just behind the barbecue). By the way, does anyone know how to close the lid of this barbecue? They opened it the first time they used it, and it's been open ever since.
Pool and Garden by Night.
That's visiting teen Goth Pat Lambert helping herself to fruit punch this time. Stefan Rodney is in the pool.
Chess Table. Stefan is playing with Pat Lambert.
Kitchen Area. Stefan is making macaroni and cheese. The telephone and smoke alarm are clearly visible.
Dance Area -- Lucinda is dancing. The dance floor is better than you'd find in many nightclubs. Bigger than some too! There is a quality stereo unit beside the stairs, but for the biggest parties they hire a bartender and a DJ. A smaller "ghetto blaster" stereo is kept outside for poolside music.
Dance Area -- Stefan is dancing. I specially took this picture, as so many of them show the back of his head. He is dancing the Smustle on his own before going to work. The DJ Booth is visible behind him.
Lounge -- Lucinda and Stefan are studying cooking. This was taken on their first day in the house soon after they moved in.
Lounge -- Stefan is watching TV. Nothing but the best in TVs will do for the Rodneys. It cost §8,000 -- more than some of my Sims paid for their house!

@joandsarah77 I'm wondering about the flirty/romantic requirement. That doesn't really equate to "family-friendly". Can you have spa pools and a dancing area with bar? Kids have to go home after dark (get the ol' nanny in so the parents can enjoy themselves). Or are you not permitted any after dark activities?

I think I'll go for some sort of park. I previously built the child-friendly 3x3 Venezia Park in Veronaville, so I've a little relevant experience. But catering for toddlers on a community lot is new to me. Though I've often wanted to take them there, the game won't let me. For testing purposes I suppose I could teleport them in, but I'd really like them to be able to ride in the taxi with their parents and siblings. Does anyone know of an alternative to the dickhurt mod to allow toddlers to travel to community lots. The trouble for me with his is that it requires Pets, and my highest EP is Open for Business. (I know I should really take this to WCIF, but the matter came up here, so I thought I'd ask here first.) I'm sure I once read that such a mod was possible with OFB, but I've never seen it since I got OFB myself.
P.S. Andrew and Julian say a park bench to make out on is "flirty" enough for them. We'll see what to do about that. I certainly don't expect my park to close at dusk!

See that dance floor in my entry for the Rodneys. I bet little Trevor Elliott, the keenest dancer in the neighbourhood, manages to get himself invited to one of their parties so he can dance there -- despite there being a bar beside it!
And I had my picture taken in photo booths when I was a child. They were new then.

Again, depends where in the world you live. A number of "late-night-venues" around here open at set times for teens (especially over the school holidays) and serve non-alcoholic drinks and turn the volume down and the lighting up - they act more as "discos" than night-clubs. Usually in collaboration with community ventures (so there are certified responsible adults on hand at all times)

I have sauna as a ‘flirty’ thing (after all it’s a woohoo place), maybe I’ll manage to stick a lone bench somewhere (I have plenty already but they’re in groups), and a photo booth. Now the problem isn’t money as we have unlimited budget, but space! I hope I won’t get routing problems.
But speaking about money, the fence I used on that bridge is a money eater really – 250 per unit.
