Is it possible for a random person to develop Logitech stuff for the Sims? Or does it require the actual Sims devs to do it?

Like, what I'm wondering is if someone can go to the following

and make a profile with LED ILLUMINATION and ARX CONTROL. So like anyone with a compatible keyboard will light up a given color if your sim in your home is running into problems, another if everything is all good, and so on.
As far as the Arx, I figure it would be a lot easier to see your active sim's stats with having it always showing on your phone/tablet vs you having to switch between whatever to that.

(NOTE You don't need to buy a special keyboard and what not to use ARX. You just need the software installed on your computer and app on your phone/tablet. From there make sure both are on the same network and on.)
