And I think mod confliction can't be the cause of my problem because I used to take out all of my mods and run game without them but the problem was still not be eliminated.

As your DeviceConfig and GraphicCards.sgr has been adjusted above, try by clicking restore defaults first, and then try to change your "screen size" ratio according to your windows screen ration e.g. 1366x768 (wide screen), unless you really are using an old CRT monitor or an earlier non wide screen LCD with 1280x768 5:3 screen ratio, and then try to change your "default" screen refresh rate to 60hz or 50hz whichever one is fit for your screen needs.
