My launcher is full (like 3gb full) with .sims3pack and it isn't installing all of the items in sets that I would download. So I was wondering, can I just make batches of .dbc files and put them all in the package folder considering that i would put the line PackedFile Packages/*.dbc in the resource.cfg?

Launcher full?
As far as I know, the Launcher does not have a maximum capacity size for DCCache folder, apart from the 200MB cap for the filesize of each *.ebc file. Most likely the file index is corrupted or the lag is caused by the Sims3Packs Launcher is attempting to load.
Launcher stalls (freeze and become unresponsive) when opening Download tab or new CC does not get installed?

For the stalling issue, rename the Downloads folder and start Launcher to have it regenerated. Then, test with a few of the Sims3Packs you want to install, by copying them from the renamed Download folder to newly regenerated Download folder.

For the not installing issue (file index is corrupted), rename the DCCache folder and start Launcher to have it regenerated. Then copy one *.ebc from the renamed folder (eg DCCache.old) to the newly regenerated DCCache folder.
Test if these file contents are showing up in-Launcher and in-game?
If yes, then try installing a few Sims3Packs, or one to test. How many Sims3Packs are you attempting to install in one go, by the way?

I think that i didn't explain it clearly. My problem is that the launcher won't install all of the items/clothes in the set. I would install a sims3pack, then it would say that it's installed. I would then close the launcher and open it again. The sims3pack in the downloads section would then not have that icon shown to show that it's installed. This problem starts typically past the 1.5 gb mark.

I looked at the DCCache folder and saw that the dcdb*.dbc has number placed in *. Can I just remove all of it and install the remaining sims3pack then place the old one?


Example:
Install sims3pack.

dcdb1.dbc
dcdb2.dbc
dcdb3.dbc
dcdb4.dbc

Move the 4 files into another folder.
Install the remaining sims3pack.

dcdb1.dbc

Rename new dcdb1.dbc to dcdb6.dbc.
Move the old .dbc files to DCCache.

Just *.dbc? EA Store content installs fine?

So this affects ALL Sims3Packs made with TSRW tool? Where are they downloaded from?
Are they from one particular site, one particular creator?
Do other downloaders complain of the same?

Have you tried reinstalling just one Sims3Pack by following this FAQ: Game_Help:GCCTSU3_Redo/DCCachewiki? Which explains step-by-step what I was trying to explain above in my last paragraph.
If just one Sims3Pack on a newly regenerated DCCache folder installs fine, that's what I mean by corrupted Launcher index. I don't know enough about how Launcher reads the *.idx file to be able to tell you if what you proposed would work. Or if the Sims3LauncherW.exe executable has a way of indexing things each time it starts up. Before you do the renaming as the Wiki suggested, just try removing the *.idx file to see if that helps with anything.
You can try what you proposed above, and then let us know the results, if it works or not. Just make a copy of your whole The Sims 3 Folder by placing a copy on the Desktop.

For the *.dbc file or the DCCache folder? My DCCache folder is 3GB and climbing and my *.?bc files range from 200++MB to 500++MB, it never reached the GB mark. This is a setting in one of the game's files. So, if your *.dbc files get to be GigaBytes big, it would be interesting to learn why some players get them and others don't.

If the 1.5 GB is one *.dbc file, did it get that big when you install Sims3Packs by
- starting Launcher via the Desktop shortcut? Game not running in the background.
or
- starting Launcher from within the game Options menu? And the game is still actually opened in the background.

...and install huge numbers of Sims3Packs in one go.

OH! And what patch version are you on? For the BASE game?

I'm really sorry for not being clear. The DCCache folder is 1.5 GB. The contents downloaded from the store works ok since the size is small. The CC from others and decrapped store content is the one that have the problem. As the DCCache grows larger the launcher would run slower and slower, which is understandable. My problem is that the sims3packs would just stop installing when it gets big (usually starts when the folder hit the 1.5 GB mark). The CCs from the store (The official CCs, not the decrapped) are installing since it's merged with the .ebc right? Is there a way to install all of the sims3pack. converting them to package files won't work since it made my game slow.

My game's patch number is 1.36.
I'm going to try installing all of them in one go.

Ah! I had an inkling that's the case.
We cannot help with decrapified content not installing. We don't condone piracy here.
