What should I use?

I was kind of 'planning' to make a request, but since the 'request thread' has been deleted, I would like to know what programs should I use to make a newspaper? Well, not exactly 'make', but rather make a... uhm... recolor? --Like change whatever is written on in and write my own newspaper. I hope you get what I am trying to say.

I've never tried making objects or clothes or meshes for the sims 2, so please bear with me.
