creating a neighborhood

:help: How do you create your own neighborhood? I mean from scratch, I know in the game you can select a plain neighborhood, but I saw where people made it so you can have as many beachfront lots and they built everything, can someone help me, I would really appreciate it. :rofl:

You need Sim city 4 to make new neighborhoods!
I saw a post at the SimPe site where a person might be working on a way to not need it anymore but i don't think it's done yet.
