downloading with sims2pack clean installer/ computer confusion

I downloaded the sims2pack clean installer, read info, says it automatically overrides sims2custom content installer (if that is the correct name). my problem is while on some downloads the sims2pack clean installer works wonderfully and on others it reverts back to the sims2 custom content installer which doesn't install anything (get a blank box with no content to install). So I have to manually extract the rar. file to my downloads folder, which can can be a pain if I am downloading several items.
I read something about file compatibility and looking to windows to configure something or other, but I am not tech savvy and it gets kinda hazy from there.
could someone please simplify it for me?

The Clean Installer works only on Sims2Packs like the original content installer. Anything in a .rar or .zip will have to be extracted and then installed either manually or using Q-Xpress' local install feature
