A picture says a thousand words:

I built this "Uni"community lot. At first I thought she was laying out so much food because of all the tables. Then she sat down and began eating. It's a pattern. She'll create a serving of food, place it on an open counter space. Take a serving and place it on an open serving counter, then she'll grab a serving, sit down and begin eating, over and over. She won't clear as you can see.

I created the lot originally on a residential zone (it was habit). I used the zoning cheat to change it to community. I purchased the deleted the mailbox and trash can and replaced them with the pay phone and community trash can. I lowered the upper level, the cafeteria, to only 12 clicks high (this was before playtesting it). I've not used any cheats during game play testing the lot.

What behavior am I not understanding with regards to this NPC that it would go off the reservation like this. Thanks.

In order to better solve your problem, please go through the following as listed below:

General - Do the Game Problem FAQ
You appear to have not gone through our main Game Help:Game Problem FAQ. Please go through and do the steps on this FAQ, including any others that it links to (for example the Game Help:Game Problem-Problem Custom Content FAQ).

Usually, in the vast majority of cases, actually going through and doing the steps (doing, not just reading) fixes issues - sometimes you may be asked to remove custom content, or to patch - please rest assured that all of our FAQs have been tested by our staff and volunteers and we wouldn't suggest you do something unless it's been known to fix particular issues.

On occasion you might be asked to do a long FAQ - please make sure you do all the steps and don't just skip over them. You'll often find that these long FAQs have all the details you need. If nothing in the above FAQs fixes your problem you may post again detailing exactly which you have done and which steps failed.

RESOLVED:
Thanks angel f. I always try those things first. In this case it would have caused me undo stress with having to redesign things and would not have solved the problem. I should have gone with my gut instinct, but it was late (note to self: sleep first, post second if necessary).

In this instance it was the counters at 45 degrees that were the cause of the disaster above. I deleted the offending objects and the NPC works as it should.

So, for anyone in future- 45 degree angle counters intersecting regular facing counters = not a good work environment for the cafeteria worker. Thanks.
