Ah, sorry, you're using "Vista" I don't know much about Vista but I don't think you get a dialogue box!
I think what happens is that downloaded stuff goes into it's own (vista made) "Downloads" folder.

Try right clicking and "save as". That will bring up a dialogue window.
You can also change the default save location. Instructions different depending on your browser. For FF go to tools -> Options -> Main. You should see on that tab where you can change the default download location.
IE's default save location is the last place you saved something. So use the "save as" function once and it will always put things there in the future. Otherwise you're messing in the registry and I don't recommend that unless you really know what you're doing.

Actually it is an operating system setting whether or not to show a dialogue box or just automatically download. In XP there's an easy fix as outlined in the article. In Vista it requires messing in the registry, unfortunately.
The FF has some additional options to fix this this but they're using IE it's up to Windows.

That is a setting in your browser not your operating system. That faq is showing how to change the setting for opening a file as soon as it's downloaded. That is not the same thing as choosing where to save your download.
I know where it is in Firefox. Go to tools/options/main. Look for the section for downloads; this will give you a choice of where you want your downloads to go as well as a checkbox to no longer be prompted to ask where to save and to close the downloads when done.
I can't find a setting in IE6, and I don't have IE7; but there should be a similar option in the Tools menu.
