Is it possible for one who does not own the Pets EP to use the individualroofslopeangle cheat?

I have base game, nightlife and celebration stuff (if Celebration stuff even matters)

No, you can only do the "roofSlopeAngle" cheat from nightlife. For a chat to work from a separate expansion, you need that EP or any one after it.

The cheat is one way.

Modding the roof file in a lot package file is an another way.

Dependent on whether the roof file in a lot package has such values.

Mod the Sims 2 > Social > Social Groups > Moo Tools > Roof Pitch Adjuster

Since the "Roof Pitch Adjuster" doesn't exist, I'd have to say that the cheat is the only way.
