If I wanted to make an object that could have a chair or other floor object placed on top of it, what value would I use for the slot type? And is this even possible? I know tables can be stacked, but can chairs?

To put anything in a slot, the slot has to be of the same type as that object's "placeable" value set in the init. There's a full list here:

In the case of "placeable on floor", you want 0x0001 as the slot type. It also has to have a support strength set to greater than the object you intend to place "inside" it.
If it's of any use to you, there's a template object for stackable chairs here (atm it still has the original game GUID so it's not fit for play-use, just as a cloning template):
