Is there an easy way to populate an empty, downloaded neighbourhood?

I'm tired Sunset Valley and Riverview and thought I'd try a new neighbourhood, but none of the one on the exchange have any residents, and after 3 days playing it's just me and some NPCs.

I tried Awesome Mods EnabledDebugCommands, then Spawn but it didn't work.

If you have an option turning off immigration, turn it on and see if anything happens. I suggest this because I'm playing now in a world I downloaded which was empty of sims. The AI moved in sims to fill up the hood. This is of course without using Awesome.

One thing one can also try is the careers. When your sim starts a new career the AI is forced to move in a sim as the boss and one or two co-workers. Move from career to career and at least these sims are forced to be created. If they're not, then you have something messing with the immigration.

Awesomemod has a new command "spawnmoreoverlords" that will fill your town. I tried it in a half-full town and it pumped out about 45 new residents.

You have to turn on testingcheats ebefore using spawnmoreoverlords. And if you have it AUTO turned on, that doesnt count, you still have to turn it on.

I always have testing cheats on and did not manually do it before trying the command.

I sadly can't get "spawnmoreoverlords" to work with Awesomemod. I also have the testingcheatsenabled on auto. I've tried typing it in manually. Nothing works.

The buydebug to get the objects for tombs from WA. Not the EnableDebugCommands or EnableDebugInteractions.
