What I can do to improve?

I like it; totally something that I wish I could wear in RL but would look terrible on me. I loooove lace up things.
The only thing that looks weird to me is the intense shadows on the skirt. They look so much darker than all the rest of the shadows. I might suggest using one of the lightest shadows you have on the skirt right now as the darkest shadow instead. I find in TS3 that the shadows don't need to be quite as dark to look "natural". It also sometimes makes using patterns difficult.
Are you trying to replicate gathering or pleats? Generally the shadows grow less intense from the gathers/pleats at the waistline to the hem instead of being one continuous intensity. You might want to look at pictures (Google Image search rocks) of how folds create shadows on fabrics. For me, it's always one of the trickiest things when it comes to drawing fabric/skinning clothes.

Is this intended to be solely a teen dress? IMO, it should be. If it's intended for YA and A, maybe it could be a smidge longer, or, instead of a flared skirt, make it hug the wearer.
I think it's really really cute, don't get me wrong!!! I was looking on google for this type of dress, and most are calling it a corset dress. Maybe you could use that for the name??? That's kind of obvious, I know :-)
How about The Corset Minidress. It would be easily located in a search with that name. I just can't be more creative right now.
