I would really like to place a wall next to foundation, like how it is in this community lot: http://www.modthesims.info/download.php?t=309833 (Look at the third picture down). How would I go about doing this? Thanks! :D

These are not foundations, they are indoor stages. Those were introduced with OfB I think.

Okay, so I looked it up. You were correct, they are in OfB. But.... where are they in the build mode? Are they still in the foundation section? I'm confused.

Yes they are in foundations along with the normal foundations.
