First, read the Unimesh 1 and Unimesh 2 (and probably 3) tutorials in Tutorials -> Body Shop -> Meshing.
Then, clone an existing accessory. You can try glasses, but it would save you time if you just clone my alligator slippers.
Next, get rid of the ages and genders you don't want, see here (http://www.modthesims.info/wiki.php?title=Tutorials:Hairs_-_How_to_Remove_Unwanted_Ages).
Replace the GMDC with your GMDC, change the texture, and there you are.
Actually, if you haven't made stuff before, then read the body shop recoloring tutorials before the Unimesh ones.
