I am doing a custom hood will there be NPCs and pets when i play a house? Also when placing stairs is it fair to assume sims can walk behind the placed stairs leading up and go around from there? Also I downloaded my first house and I saw the maker used outdoor steps indoors how did he do that?

1. Yes, the same NPC's as Pleasantview will be in the neighborhood automatically when you create it.
2. Yes, sims can walk behind the staircases, but not under them, if that is what you mean.
3. You have to delete four tiles in a row on the second story. Then choose the outdoor stairs and place them at one end, and they will go in place just like when they are outside.

Hmmm four tiles in a row? like side by side or up to down or....?

Depends on where the stair points. For modular stairs, you have to delete floor tile by direction you want, then put the stair. Fot non-modular ones, just put the stair on downstair. Floor tiles on upstair will be deleted automatically.

right going to assume you mean this only works when leading up to the second story. Crap. Just in case I'm wrong though what do you mean by "place them at one end " one end of what? I haven't tried it just yet but i will be pretty soon so....

Delete four tiles in the ground going down to the first story and put the stairs at the end of the four tiles you deleted, like this:

With Mansions & Gardens installed you need to place the stairs before you build the walls. Otherwise the game won't let you place stairs right next to the wall.
