No, you can build multi-level apartments in Sims 3 with no problem, as long as any public spaces are marked with the public markers.

Yes- turn on the cheat mentioned in the 'Tips' section in that article I linked you to.

Bypassing the Homeowners association is possible with the cheat "RestrictBuildBuyInBuildings false" (you must have "TestingCheatsEnabled true"to enable it) then build your apartment. To add another level, but, on my experience, it's not possible in all the Bridgeport apartments, go up one floor (first type the cheat "Buydebug") and look if there is a black sphere, I don't recall its name now but it's not the public marker one or the hidden room one, anyway, delete it and you will be able to build another level. I have remade almost all the apartments in Bridgeport and I have found out just few ones have this peculiarity, because many have been built on the last "floor" of the shell.

prudence8, you're talking about the level skip marker.

I created apartments in different houses on a lot, with a high fence surrounding it. At first I had the mailbox and callbox just inside the gate. So basically the sims use the main public area (where I created a public pool, art studio and fitness gym) as lobby. Which creates this weird effect. Sims walk inside and then disappear at some point. Sometimes after interacting with objects or other sims. There is even a corner where sims spawn, just like inside the lobby of the highrises in LN.
This (de)spawning takes away immersion, so I created a small lobby right after the main gate where I put the mailbox and callbox. This didnt make any difference, sims still kept walking inside the main area and used objects and despawned at any given time.
The apartments work without a problem and also my sim family that lives there has no problems. But I cant get rid of those (de)spawning sims. Im talking about sims that dont even live there in the other apartments and are listed not on the callbox.
Does anyone know how to prevent the spawning of these sims?
