How can I put custom hair in the right Color Bin without SimPE?

I tried everything....

EX: If I made brown hair, it shows up in custom. I want it to be under brown hair. how can I do that without downloading anything (my CPU can't handle anything else)?

Without downloading anything? You can't, unless you want to write a program to do it yourself. SimPE is a small program - if your hard drive is so full that it can't handle it, you need to clear it off as your computer needs a certain amount of space free just to function well. Your CPU shouldn't have anything to do with it, as your CPU only is used when you're actually running a program, and SimPE is not as strenuous as TS2 is on your CPU to run. The Wardrobe Wrangler (google ftw) can do it too, iirc, but again, you're gonna have to download it.
