Can someone tell me how to install mods so they will work

PLEASE tell me what im suppose to do to be able to download mods for my game, like the no mosaic or wall mailboxes... i heard something about downloading framework and i did.. and i installed a mod and put it in the mods folder under packages and i put all this in the sims 3 folder.. it didnt work... please tell me how to do this step by step.. i will really appreciate any help. i have followed tutorials but no luck
