stray pets show only in new town?

I am wondering if stray pets are showing only in new Town Appaloosa Plains which came with new EP or my sim can see them also in towns which were played before new EP came?
I played only few moments in Sunset Valley after installing Pets and I searched for stray dogs, cats or horses through whole town but couldn't find any ...

Yes, they appear in other towns. They may take a couple of Sim days to show up, though.

Does that also go for User Created towns? Does it take a few days for them to Show up? Does this work for Minor pets too? Someone mentioned there were spawners for minor pets in buydebug But I do not see any.
Nevermind the second part of my question. The Minor pet spawner is under the fish spawner tab. O.o kay

i'm sorry, i think this is kind of off-topic, but it's something related and i didn't want to start a new thread just for it.
are animals able to hunt in custom neighborhoods built before pets? i've sent both a cat and a dog hunting, their skill had gone up, but they never found or brought anything home. does anyone know something about this?

yep i have had 2 dogs reach level 10 in hunting in HS....and they still sometimes bring home the stupid feather or chip bag...
