I've built the basement, but how do I put separate rooms in it?

For example, I want two bedrooms and a bathroom in the basement. How do I do this? I can't figure it out! When I try to place the walls I get a "covered by floor tile" error :(

First, make sure that your basement is exactly 16 clicks below the level above it. If not, you'll get the error.

Second, rather than trying to build a basement inside of a foundation, I usually remove the entire center of the foundation, leaving only a 1-tile wide foundation around the outside edge of the basement. That area needs to remain to hold the sloped ground between the outside of the house and the lowered basement floor. I'm not sure whether you'll get that error if you don't do this, because I always do it.
