i've downloaded lots and clothes from this site. i extract all the RAR files into my downloads folder but only the lots work. none of the clothes that i have downloaded show up in the game or in the body shop. when an outfit required a mesh i downloaded that as well. has this happened to anyone else?

All over the place. There's a section of FAQ devoted to it.
First thing to do, check to make sure your custom content is enabled. If it isn't, do so; then get out, and get back in again. If anything still doesn't show up, time to check the FAQ.

it is enabled.
i read the FAQ followed the steps. still didnt show up.
deleted all th clothes i downloaded, redownloaded and installed them.

I know lots get installed to a different directory, so it could be that the game doesn't see your downloads folder for some reason. Is it spelt with a capital D? Does it have an s on the end? Have you tried putting it in the Saved Sims folder instead?

General - Installing Custom Content
You appear to not have read our great guides to downloading and installing custom content.
Downloading for Fracking Idiots (http://www.sims2wiki.info/wiki.php?title=Game_Help:Downloading_for_Fracking_Idiots) explains the entire downloading process from start to finish in language designed for people who aren't computer geniuses. Please go through the whole guide before asking any further questions on downloading and installing custom content as pretty much everything you could possibly want to know is explained there - including info for Mac and Vista users.
Getting Custom Content to Show Up (http://www.sims2wiki.info/wiki.php?title=Game_Help:GCCTSU) explains what to do if you've followed all the instructions in Downloading for Fracking Idiots and your content still isn't showing up, or if content that was showing up fine before suddenly won't show up.
bwilliamson5269, please try the FAQ articles again, they really do contain all of the tricks we know to make your CC show up.

yes the folder is spelt like that. no i havent tried it yet but ill give it a shot.

i got it to work. after getting to the part in the FAQ about the config folder my sims 2 folder didnt have one. thats when i realised my downloads had to go in the downloads folder in the the sims 2 double delux folder
