is it possible to control grim reaper without loosing the possibility of taking sims' souls?

That screen only shows a Grim Reaper in everyday clothes, what makes you think that it's a controllable Sim?
This might be a screenshot of a glitch where sometimes the Reaper loses his uniform and comes in random everyday outfits, or it could have been made with the help of "cheat" mods like DebugEnabler and MasterController: edit the Reaper in MC's CAS, save him as a playable Sim, play him and use DebugEnabler's Animate option, that let's you choose to play all animations in the game. PosePlayer might be another option.

Hm, I see. But it still could only mean that a playable Grim was just animated for the purpose of this picture.

It is probably just DebugEnabler or Animator, cuing up the Grim Reaper Animations. It's not that difficult, but there is honestly no way so far that a playable sim can perform the true actions of the Grim Reaper.

but there's the black mist around him, so it isn't just animations + this animations don't stop, and that's the impossible thing about debugenabler

The video is from 2009. It's probably have been patched out/removed.

DebugEnabler is just an object-controlling mod. It can't bring back features that were patched over.

no, it can, but they simply don't work
I meant to try to find the first version of the TS3 and try those functions but with unpatched game
