There are current (not obsolete) Riverwiev empty?

You can still download that version, I think the creator indicated that it was obsolete due to the fact that you can now make your own empty worlds using Create-a-world.

Flabaliki's files are savegames as opposed to world files.

Ah, it is obsolete because it isnt work? But it interest, that I may create empty world ... Create-a-world is very bad, but better as nothing :D thanks!

It is not that they do not work, it was made when one could not place new lots in edit town, EA added that feature some time ago, so that is why they are marked as obsolete and we are not talking about CAW (Create A World) here you can use the edit town mode in game to remove all buildings, though i recommend using either Awesomemod or Nraas MasterController to delete all sims in town first.

Ah.. I have nsrass mod, but I dont know how I can kill all sims in one time... It is possible?
