Passers Dress Properly for Cold

With this mod, Sims visiting a lot wear outerwear if it's cold outside. Originally, they wear outerwear in winter only, regardless of the temperature outside. Now the rule of putting on outerwear will be the same as for the Sims going outside, who wear clothes correctly, depending on the temperature.
Conflicts
No Unneeded Coats by Doctor Boris conflicts with this mod but they can be used together as long as my mod loads after that one. Take in mind my mod doesn't make exceptions for supernatural Sims and is not as restrictive as Doctor Boris's.
