I didn't write the code nor to hav any experiance at writing code

All I can do is create these vials that change the skintones depending on what skin is set

Skins in a bottle - send me a link to the skin and IF the creator ok's me using his/her skin I'll make a SCV for it

Yes it is do able and there are mods out there with assorted skins BUT you need to download all the skins for those objects or you could crash the game by clicking the wrong skin

Also if I upload 5 skins in SCV form then upload them again in group form the group is actually bigger than the sum size of the 5 SCV's

When i change there skin and then i go to a diff family i see them walking by my house and there skin is back to normal, how come when your not playing that person there skin goes back to normal? and i greeted them and asked them to move in so i would see if the skin would go back to the potion skin if im playing them, but it didnt it stayed the old way.

The base skin isn't changed, one of the reasons for this is because of the "Drink Antidote" option another is it prevents sim loss incase the change upsets the game for some reason

Awesome. My werewolf sim, who was born with one of the infant hair skintones, won't change to werewolf skin at night, and now I can change his skin to regular and unglitch him. That's provided it works with AL, of course...(I've tried using SimPE but it won't even load a neighborhood anymore without freezing...too many downloads makes for super-laggy computer.)

I just wish the vials could be given to sims outside the active household.

Are these the maxis skin tones? (if not, could you make one with maxis skin tones?)
