This is a Maxis Recolour which means that it is a recolour of an item that already exists in your game. Please check the Expansion pack requirements to see which game pack it recolours.

Did you ever notice how the red Maxis toddler bob has really cute messy fringe while all the other colours have harsh straight bangs? I did. It's annoying. Wanna know why it's like that? Maxis linked the black, brown, and blonde hairs to the wrong textures. 
So here's a tiny mod to fix that. Stick it in your downloads folder and enjoy the newfound cuteness.
