You must download the mesh too - http://theblarneystone.org/ . You'll find it under Sims2 / Accessories
Find some of my work at Just Sims 2
Do not recolor my creations without permission

the only thing I see under sims 2/ Acessories are some downloads... I don't see a mesh

It's in Alpha Jewelry. Click on the link which says "Download all Jewelry shown above" and you'll get it

if at all helpful to anyone looking for the mesh it is at the sims2graveyard. There are a couple alphas listed, not sure which one will work myself, I might test them in a vanillia game at some point, unless someone else has beaten me to it...
