This is a Japanese style house for a home business. The left side of the first floor and the tower are space for a home business, and another is dwelling space.
"Hinomi-yagura" means "Fire lookout tower".

Basic Download and Install Instructions:

This Hinomi-yagura is a tower to make sure that no fire incandesce in the (forest) area ?

It has been used to look out for the fire in the city area in Japan.
In Wikipedia, there is an explanation about "Hinomi-yagura" of Japan. (link)

In the game, it is a mere observatory.
