This is a Maxis Recolour which means that it is a recolour of an item that already exists in your game. Please check the Expansion pack requirements to see which game pack it recolours.
It is St Nicholas Day. This part of wall decals is for making winter holiday atmosphere around the windowsill.

We don't need slots on the windowsill to place the holiday decorations there. Hold "Alt", you can move it off grid. One can also decorate both the outside and the inside windowsill. The items from both sides can be seen. Here are some examples:

My originally idea was to make items for outdoor. Thus, all items have snow as underground. As test, I just put two of those indoor to show you an example of the looks from both sides.

Have you also found some snowflakes on the glass of window?
We can decorate a frozen window with three kinds of snowflakes-groups.

One snowflake is extrem big. I've included it for the case if one want to make a special scene. We can combine it with other smaller snowflakes and snow particles from the first part of my snow wall effect. Enable MOO cheat, one can place it on floor.

You will find it under decoration/painting.
