I think the reason why they removed not just the mesh, but the entire page for hair, was because people were complaining about the hair being too lackluster for some reason.
It's a shame. I would have loved to use this in my game.

No, because the mesh is gone from the original site and I don't have it anymore. Besides, it's too low poly to look normal in Sims 3.
